Course Description

Exploration of the police function in a free society, of police methods for carrying out their function, and of the need for protecting constitutional rights and democratic processes. Consideration of challenges in defining police authority, improving police effectiveness, reviewing and controlling police discretion, controlling police misconduct and bias, and holding police accountable to the citizenry. This course will be co-taught by Professor Cecelia Klingele and Joel Plant, Chief of Staff for the Milwaukee Police Department.
