Biography

Joseph D. Shumow is an attorney in Reinhart's Real Estate practice.

Prior to joining Reinhart, Joe was the senior staff counsel for the Wisconsin Housing and Economic Development Authority (WHEDA). In that role, he led real estate financing closings on behalf of WHEDA; worked on general corporate and commercial contracting matters; and coordinated closings for low-income housing tax credit and new markets tax credit investors who were investing in companies that received tax credit allocations from WHEDA or one of its subsidiaries.

Joe's experience also includes working with an international law firm in its Madison office. Joe stays active in the Madison community, currently serving on the board of directors for Forward Theater Company (past Vice President), The Rodney Scheel House Foundation (past President), and the Jewish Federation of Madison (Local Services Panel Chair).

Representative Matters and Experience


    - Closed dozens of mortgage debt financings to fund developments that serve low- and moderate-income families in Wisconsin.
    - Closed tax credit exchange, historic tax credit financings, and several debt financings related to the redevelopment of the YWCA of Madison's downtown building.
    - As counsel to tax credit allocator, negotiated and worked with investor to permit additional financing into new markets tax credit structure that permitted more tenants to move into already-built facility.
