Course Description

Learning Outcomes: By the end of this course, students will have:
1. An understanding of the history of the American prosecutor and the varied reactive and proactive approaches to the prosecution function
2. A command of substantive law doctrine in Wisconsin
3. A command of the procedural requirements in Wisconsin criminal cases based constitutional law, statutes, and local practices
4. An in-depth understanding of how local justice systems are organized and how the various shareholders interact and share authority
5. An understanding of the complexity and importance of the charging decision
6. Knowledge of the direct and collateral consequences of different enforcement strategies on perpetrators, victims and the community
7. An understanding of professionalism – to conduct oneself with integrity, courtesy, punctuality, and quality in work and in interactions with others
8. The skills necessary to function as a trial level state prosecutor, including, but not limited to (1) making informed charging decisions (2) drafting charging instruments (3) effective motion practice (4) representation of the state in various court proceedings such as initial appearances, guilty pleas, sentencing and post-conviction motions
9. Strategies for effective self-directed learning in anticipation of students’ summer externships
