The Second Judicial Skills Training Seminar (or "Shanghai Judges Program") is taking place October 25 through November 15, 2003, organized by the Law School's East Asian Legal Studies Center of the University of Wisconsin Law School.
Twenty judges from Shanghai, China are participating in the seminar. The judges are staying at the Friedrick Center, a UW guest house on campus, and will be having some of their training sessions there, some at the Law School, and many at the Dane County Circuit Court.
People at the UW Law School who are teaching in the seminar include John Ohnesorge, Frank Tuerkheimer, Cheryl Weston, Susan Steingass, Bonnie Shucha, Chuck Irish, Jessica Harrison, and Susan Katcher. Judge Michael Nowakowski is coordinating the various jury trial observations as well as presentations that involve many of the Dane County Circuit Court judges as well as judges from the Court of Appeals, District IV.
The Shanghai judges will also visit the federal District Court where they will meet with Chief Judge Barbara Crabb, and the Wisconsin Supreme Court where they will meet with Chief Justice Shirley Abrahamson. They will be going to Chicago to see the 7th Circuit Court of Appeals; the Cook County Circuit Court; and to meet with people at the ABA.
In addition, during the judges' visit, the Wisconsin Court of Appeals District IV will be holding oral arguments at the Law School, room 3250, on November 13 from 2:00-3:00, so the Shanghai judges will have an opportunity to observe this part of the judicial process. Throughout the program, the judges are being assisted by a contingent of bilingual Law School students (J.D., M.L.I., and LL.M.)
