McKenna Kohlenberg's article, "Booked but Can’t Read: 'Functional Literacy,' National Citizenship, and The New Face of Dred Scott in the Age of Mass Incarceration," was published in the NYU Review of Law and Social Change in May. Kohlenberg uses a local school district case study to argue that functional literacy should be recognized as a federal right.
